Describes transfer procedures relating to these funds.  Amends the Department of the Interior and Related Agencies Appropriations Act, 1989 to include transfer authority for such purposes in connection with Department of the Interior funds.\nDirects that revenue received in connection with the Great Plains Gasification Plant currently deposited in the liquidating trust at the First Trust of North Dakota be deposited in the account for the Department of Energy (DOE) alternative fuels production.  Transfers a specified amount from this DOE account to the General Fund before FY 1990.\nMakes specified amounts available for a third solicitation of clean coal technology demonstration projects to be selected by the DOE not later than January 1, 1990.\nProhibits the executive branch from using any funds to contract out of the DOE any studies of the potential transfer of facilities or functions of Naval Petroleum Reserve Numbered 1 (Elk Hills), in Kern County, California, or Naval Petroleum Reserve Numbered 3 (Teapot Dome), in Wyoming.  Prohibits the negotiation of any changes to the Elk Hills unit plan contract with Chevron if the purpose is to prepare divestiture of the Reserve.\nDirects the Secretary of the Treasury to make payments of excess FY 1988 timber receipts to the Secretary of Agriculture.\nAuthorizes the Secretary of the Interior to make restitution payments to eligible Aleuts to compensate for certain losses sustained during World War II.\nProvides for a transfer of funds from the National Forest System appropriation account to the Forest Research appropriation account.\nChapter VI\n- Appropriates supplemental FY 1989 amounts to the Department of Labor for:  (1) the Employment and Training Administration for Federal unemployment compensation and trade adjustment assistance; (2) the Occupational Safety and Health Administration, to be available for a grant to California; and (3) departmental management (through funds transfer). Prohibits after September 30, 1989, the payment of any per passenger subsidy exceeding $300 for service to or from any essential air service point in the contiguous United States.\nProhibits the withholding of DOT appropriations from any State or local grant recipients for any reason related to their adoption of a policy that prohibits procurement of products manufactured or fabricated in the Republic of South Africa.\nPrescribes treatment of amounts to reimburse Coast Guard operating expenses in connection with the Exxon Valdez oil spill.\nMakes certain funds available to the Coast Guard for equipment to provide vessel traffic management information in the New York Harbor area.  Requires:  (1) the Coast Guard to establish such an information system by a specified deadline; and (2) the Secretary of Transportation, by another deadline, to initiate a rulemaking to determine which vessel classes must participate in such a system.\nMakes certain funds available to the Coast Guard for responding to any oil spill.\nDirects the Federal Aviation Administrator to initiate action within 30 days of enactment to require air carriers to use explosive detection equipment at airports to ensure air passenger safety.\nPrescribes funding provisions with respect to phase two of the construction of a bridge across the Mississippi River at Dubuque, Iowa, under the discretionary bridge program.\nChapter X\n- Appropriates supplemental FY 1989 amounts to the Department of the Treasury for international affairs, through fund transfers.\nChapter XI\n- Appropriates FY 1989 supplemental funds to the Department of Veterans Affairs for:  (1) the Veterans Benefits Administration; (2) the Veterans Health Services and Research Administration (partly through funds transfer); and (3) departmental administration.  Repeals language in the Department of Housing and Urban Development-Independent Agencies Appropriations Act, 1989 that earmarked funds for Veterans Benefits Administration expenses.\nExempts certain funds recaptured in connection with the moderate rehabilitation program (section 8 housing) from rescission, retaining them for annual contributions for assisted housing projects.\nAppropriates FY 1989 supplemental amounts for payments to the Department of Housing and Urban Development for:  (1) the operation of low-income housing projects (including grants for use in eliminating drug-related crime in public housing projects); and (2) management and administration expenses.  Effects both appropriations through funds transfers.\nAmends the United States Housing Act of 1937 to exempt expressly the City of New York from certain requirements in connection with rental rehabilitation and development grants. (Under current law, the exemption covers New York State.)\nAppropriates supplemental FY 1989 funds to:  (1) the Court of Veterans Appeals, including provisions to govern appointment of new court employees;  (2) the Environmental Protection Agency (EPA); and (3) the Federal Emergency Management Agency for the emergency food and shelter program; (4) the National Science Foundation; and (5) the National Aeronautics and Space Administration.  Rescinds a specified amount of funds for the Hazardous Substance Superfund administered by the EPA.\nChapter XII\n- Appropriates supplemental FY 1989 amounts to the District of Columbia (District) for inaugural expenses, through funds transfer.  Appropriates specified amounts (minus certain rescissions) to the District for:  (1) governmental direction and support; (2) economic development and regulation; and (3) public works.  Rescinds specified funds for: (1) repayments of loans and interest; (2) personal services adjustments; (3) energy programs; and (4) equipment.\nAppropriates supplemental amounts to the District for:  (1) public safety and justice, (minus a certain rescission), with earmarks for overtime expenses of the Metropolitan Police Department and the Superior Court; (2) the public education system (minus certain rescissions); (3) human support services (minus a certain rescission), with earmarks for employees' disability compensation and for food for the homeless; (4) the Washington Convention Center Fund; (5) repayment of the District's General Fund deficit, together with a requirement that any revenue resulting from a specified lawsuit be applied solely to this account; (6) short-term borrowings; and (7) capital outlay (minus a certain rescission), with earmarks for a feasibility study and site acquisition associated with construction of a jail.\nDirects the District's Mayor to reduce the number of personnel above the DS-10 level.\nAppropriates supplemental FY 1989 amounts to the Water and Sewer Enterprise Fund to compensate individuals in accordance with the Water Main Break Fund Emergency Act of 1988.\nForgives a specified portion of the fourth quarter indebtedness incurred by the District of Columbia government.\nDirects the District government to begin construction of a required correctional facility within 30 days of enactment.\nTitle II:  Urgent Supplemental Appropriations\n-\nChapter I\n- Appropriates supplemental FY 1989 amounts to:  (1) the Department of Commerce for the National Oceanic and Atmospheric Administration; and  (2) the Department of Justice for legal activities and for the Office of Justice Programs, (minus a certain rescission), with an earmark for a grant to the University of South Carolina to study the causes and effects of the increasingly disproportionate use of illegal drugs in the black community.\nRescinds a specified amount from the Assets Forfeiture Fund and the Office of Justice Programs.\nAuthorizes the President to effect certain fund transfers to assist in financing the Department of State contributions to international peacekeeping activities.  Prescribes conditions in connection with such transfers.\nAppropriates supplemental FY 1989 amounts to the Department of Transportation for the Maritime Administration's Federal Ship Financing Fund.\nAuthorizes the Secretary of Transportation to issue a certificate of documentation for specified vessels.\nAmends Federal law to authorize the Federal Communications Commission to expend the funds remaining from the sale of the Fort Lauderdale, Florida, Monitoring Station, for FY 1989 salaries and expenses instead of returning the used funds to the Treasury's General Fund.\nMakes FY 1989 funds already appropriated to the Commission for the Study of International Migration and Cooperative Economic Development and the Commission on Agricultural Workers available until expended.\nAuthorizes the Director of the Administrative Office of the United States Courts, upon completing specified procedures, to transfer unobligated balances of certain accounts to any appropriation account of the Judiciary.\nAuthorizes the use of United States Information Agency funds currently available for television broadcasting to Cuba for aircraft to house and operate necessary broadcasting equipment.\nRevises eligibility requirements for magistrate vacancies in district courts.\nProhibits the use of any funds to relocate, reorganize or consolidate any office, agency, function, facility, station, activity, or other entity under the jurisdiction of the Department of Justice and the Small Business Administration.\nChapter II\n- Increases the amount available in the Department of Defense Appropriations Act, 1989 for Department of Defense-Military morale, welfare, and recreation activities.  Makes these funds available solely to cover costs related to underestimates of expenses of transporting exchange merchandise to overseas locations and to compensate for adverse changes in foreign currency exchange rates.\nRepeals provisions of the Department of Defense Appropriations Act, 1989 that prohibit the use of appropriations to alter the command structure for military forces in Alaska.\nExempts from appropriations limitations on contributions to the Department of Defense (DOD) Education Benefits Fund certain members who enlist in the armed services on or after July 1, 1989, under a 15-month program to test the cost-effectiveness of special recruiting incentives.\nAdds high mobility multipurpose wheeled vehicles to the list of items eligible for multiyear DOD procurement contracts for FY 1989.\nEarmarks an amount for procurement for the Extended Cold Weather Clothing System, unless specified conditions are met.\nAuthorizes the Secretary of Defense to conduct a test program to adjust pay rates for civilian employees in certain health care occupations.\nIncreases the number of Executive Schedule positions permitted in the DOD.\nDirects the Secretary of Defense, with funds already available, to accommodate repair of real property, aircraft, and other DOD assets damaged during the storm at Fort Hood, Texas, on May 13, 1989.\nChapter III\n- Prohibits the use of Department of the Interior funds to place the Al Capone House in Chicago, Illinois, on the National Register of Historic Places.\nAuthorizes the King Center and the National Park Service to locate an additional parking site for the Martin Luther King National Historic Site.\nChapter IV\n- Appropriates FY 1989 supplemental amounts to the Department of Transportation (DOT) for the Federal Aviation Administration's aircraft purchase loan guarantee program.\nIncreases the amount of FY 1989 DOT appropriations for expenses of advisory committees.\nAuthorizes the New York State Bridge Authority to collect tolls on the Newburgh-Beacon Bridge and to use the revenue for prescribed purposes.\nIncreases permissible funds transfers in connection with certain DOT appropriations.\nChapter V\n- Amends the Treasury Department Appropriations Act, 1989 to authorize the U.S. Customs Service to transfer two E2C aircraft to the U.S. Coast Guard.  Makes FY 1989 appropriations to the Department of the Treasury for the U.S. Secret Service for construction of barriers at the south end of the White House available until expended.\nIncreases permissible funds transfers within the Department of the Treasury.\nAppropriates supplemental FY 1989 amounts to the Executive Office of the President for grants to the Popular Democratic Party, the New Progressive Party, and the Puerto Rican Independence Party of the Commonwealth of Puerto Rico.  Prescribes conditions to govern the grants, including a required audit.\nMakes available until expended amounts previously made available to the Office of Personnel Management to implement the recordkeeping system of the Federal Employees' Retirement System.\nDirects the Administrator of General Services to transfer to the administrative jurisdiction of the Holocaust Memorial Council, without consideration, the Auditors West Building (annex 3) at Raoul Wallenberg Place and Independence Avenue, S.W., in Washington, D.C.  Requires pre-transfer agreement by the Council to make necessary repairs and alterations in accordance with a detailed plan.\nAppropriates supplemental FY 1989 amounts to the Federal Election Commission to be derived through a funds transfer.\nAuthorizes the General Services Administration to purchase with funds in the Federal Buildings Fund furniture and equipment necessary for the National Oceanic and Atmospheric Administration to relocate to Silver Spring, Maryland.  Requires NOAA to reimburse the GSA over a two-year period.\nChapter VI\n- Requires that the costs of Department of Veterans Affairs (DVA) external contract audits be charged to the DVA Construction accounts.\nAuthorizes the Secretary of Housing and Urban Development (HUD) to make certain funds available as subsidy amounts for specified types of handicapped housing projects.\nAppropriates FY 1989 supplemental amounts to implement the HUD Secretary's authority to provide interest reductions and rental assistance.\nMakes certain funds available to the Hawaii State Department of Hawaiian Home Lands for a special project involving infrastructure development of these lands, notwithstanding restrictions on alienation.\nIncreases the FY 1989 restriction on program development and management costs of the National Science Foundation.\nRevises the limitation on the use of appropriations to pay for travel costs of Federal employees or officers between home and work.\nTitle III:  Technical Enrollment Corrections\n- Makes technical enrollment corrections in a number of FY 1989 appropriations Acts. Includes as a correction the addition of a prohibition on the use of appropriations under the Foreign Operations Export Financing, and Related Programs Appropriations Act, 1989 to fund programs to assist in solving the Japanese beetle problem in the Azores.  Expresses the sense of the Congress that the Department of Defense created the problem and should fund its resolution.\nTitle IV:  General Provisions\n- Prohibits obligation beyond FY 1989 of any funds appropriated in this Act.\nMakes FY 1989 appropriations available for the interagency funding of national security and emergency preparedness telecommunications initiatives that benefit multiple Federal departments, agencies, or entities.\nPlaces a condition on the use of funds to enforce the Alcoholic Beverage Labeling Act of 1988 with respect to a warning on drinking and pregnancy and drinking and driving.\nDirects the Secretary of HUD to:  (1) review eviction procedures of jurisdictions that have a Public Housing Authority to determine whether they meet Federal due process standards; (2) issue waivers from Federal procedures to jurisdictions in compliance; and (3) report results to the Congress.\nExpresses the sense of the Senate that the President should not appoint a new Administrator of the Panama Canal Commission unless and until the ruling government in Panama is democratically elected.\nExpresses the sense of the Senate that the Bankruptcy Court and all involved parties should facilitate the prompt and safe restoration of Eastern Airlines to full operations through all appropriate action.\nMakes it the responsibility of the Undersecretary of State for Coordinating Security Assistance Policy to:  (1) coordinate U.S. diplomatic efforts to obtain the agreement of all appropriate countries to a missile technology control regime encompassing chemical, biological, and nuclear capable missiles; and (2) coordinate policies within the U.S. government on strategies for restricting the export of components of missiles which are capable of carrying nuclear, chemical, or biological weapons.
