Representative from California; born in San Jose, Santa Clara County, Calif., January 6, 1915; attended the public schools of San Jose; B.A., Stanford University, 1936; attended Stanford University Law School and was admitted to the bar in 1940; special agent, Federal Bureau of Investigation, 1940-1941; United States Navy as naval intelligence and gunnery officer, 1942-1945; president, Valley Title Co., of Santa Clara County, 1951-1975; delegate, Democratic National Conventions, 1964 and 1968; elected as a Democrat to the Eighty-eighth and to the fifteen succeeding Congresses (January 3, 1963-January 3, 1995); one of the managers appointed by the House of Representatives in 1988 to conduct the impeachment proceedings against Alcee Lamar Hastings, judge of the United States District Court for the Southern District of Florida; one of the managers appointed by the House of Representatives in 1989 to conduct the impeachment proceedings against Walter L.
