Biography
A Representative from Pennsylvania; born in Uwchland Township, Chester County, Pa., November 4, 1855; attended the common schools, West Chester State Normal School, and Wyer's Academy, West Chester, Pa.; studied law; was admitted to the bar in 1877 and commenced practice in West Chester, Pa.; served as trustee of the West Chester State Normal School 1885-1889 and again in 1927 and 1928; appointed judge of the fifteenth judicial district of Pennsylvania in 1888; unsuccessful candidate for reelection in 1889; delegate to the Republican National Convention in 1892; elected as an Independent Republican to the Fifty-fifth Congress and as a Republican to the fifteen succeeding Congresses and served from March 4, 1897, until his death in Washington, D.C., May 26, 1928; chairman, Committee on Pacific Railroads (Fifty-ninth through Sixty-first Congresses), Committee on Naval Affiars (Sixty-sixth through Seventieth Congresses); interment in Oaklands Cemetery, West Chester, Pa.Courtesy of Biographical Directory of the United States Congress
