Biography
A Representative and a Senator from Texas; born in New Braunfels, Comal County, Tex., September 19, 1935; attended New Braunfels public schools; B.A., Southern Methodist University, Dallas, Tex., 1957; M.A., Duke University, Durham, N.C., 1958; M.Litt., D.Phil., Oxford University (Merton College), England, 1961, 1964; D.Lit., St. Thomas University, Houston, Tex., 1977; Doctor of Public Service, Lycoming College, Williamsport, Pa., 2003; associate professor of English, vice provost and dean of college of arts and sciences at Duke University until 1973; engaged in private business pursuits, chairman of board of Comal Hosiery Mills, New Braunfels 1973-1975; elected as a Democrat to the Ninety-fourth and Ninety-fifth Congresses (January 3, 1975-January 3, 1979); was not a candidate in 1978 for reelection, but was an unsuccessful candidate for election to the United States Senate; Ambassador at Large and Coordinator for Mexican Affairs, October 23, 1979, to February 1, 1981; president, Krueger Associates 1981-1993; professor of business and government relations, Lyndon B. Johnson School of Public Affairs, University of Texas 1985-1986; professor of public affairs, Rice University 1986-1988; Texas Railroad Commissioner 1991-1993; appointed on January 21, 1993, as a Democrat to the United States Senate to fill the vacancy caused by the resignation of Lloyd Millard Bentsen and served from January 21, 1993, to June 14, 1993; unsuccessful candidate for reelection in the June, 1993 special election to the remainder of the term ending January 4, 1995; U.S. Ambassador to Burundi 1994-1996; U.S. Ambassador to Botswana 1996-1999; special representative of the U.S. Secretary of State to the fourteen countries of the Southern African Development Community 1998-2000; visiting research fellow, Merton College, Oxford University 2000; member, Board of Directors, Viad Corp., Moneygram 2002-; distinguished visiting professor, Texas State University and University of Texas 2002-2005; died in New Braunfels, Tex., on April 30, 2022; interment at Texas State Cemetery, Austin, Tex.Courtesy of Biographical Directory of the United States Congress
