Representative from Pennsylvania; born in Harrisburg, Dauphin County, Pa., April 14, 1930; graduated from William Penn High School, Harrisburg, Pa., 1948; B.A., Dickinson College, Carlisle, Pa., 1952; J.D., Dickinson School of Law, Carlisle, Pa., 1958; United States Army, 1953-1955; lawyer, private practice; assistant district attorney, Dauphin County, Pa., 1960-1966; member of the Pennsylvania state house of representatives, 1966-1974; member of the Pennsylvania state senate, 1976-1982; elected as a Republican to the Ninety-eighth and to the nine succeeding Congresses (January 3, 1983-January 3, 2003); one of the managers appointed by the House of Representatives in 1988 to conduct the impeachment proceedings against Alcee Lamar Hastings, judge of the United States District Court for the Southern District of Florida; one of the managers appointed by the House of Representatives in 1998 to conduct the impeachment proceedings against President William Clinton; unsuccessful candidate for reelection to the One Hundred Eighth Congress in 2002; died on December 16, 2021, in Harrisburg, Pa.; interment at Paxtang Cemetery, Harrisburg, Pa.
