Representative from Maryland; born Frizzell Gray in Baltimore, Md., October 24, 1948; graduated Frederick Douglass High School, Baltimore, Md., 1972;  B.S., Morgan State University, Baltimore, Md., 1976; M.A., Johns Hopkins University, Baltimore, Md., 1984; assistant professor, Morgan State University, Baltimore, Md.; program director for a radio station; member, Baltimore, Md., city council, 1979-1986; elected as a Democrat to the One Hundredth Congress and to the four succeeding Congresses and served until his resignation on February 18, 1996 (January 3, 1987-February 18, 1996); chief executive officer, National Association for the Advancement of Colored People, 1996-2004; elected as a Democrat to the One Hundred Sixteenth Congress, by special election, to fill the vacancy caused by the death of United States Representative Elijah Eugene Cummings, and reelected to the two succeeding Congresses (April 28, 2020-present).
