Representative from Maryland; born in Washington, D.C., December 13, 1962; graduated from Georgetown Day High School, Washington, D.C., 1979; A.B., Harvard College, Cambridge, Mass., 1983; J.D. Harvard University, Cambridge, Mass., 1987; assistant attorney general, office of the Mass. state attorney general, 1987-1989; professor, American University Washington College of Law, Washington, D.C., 1990-2017; member of the Maryland state senate, 2007-2016, majority whip, 2012-2016; elected as a Democrat to the One Hundred Fifteenth and to the three succeeding Congresses (January 3, 2017-present); lead manager appointed by the House of Representatives in 2021 to conduct the impeachment proceedings of Donald J. Trump, President of the United States.
