Biography

Representative from Iowa; born in Colchester, New London County, Conn., November 7, 1856; attended the public schools in Malden, Ill. and Princeton (Ill.) High School; graduated from Oberlin College at Oberlin, Ohio, in 1879; studied law; was admitted to the bar in 1882 and commenced practice in Dow City, Iowa; moved his office to Audubon, Iowa, in 1884; judge of the district court in the fifteenth judicial district of Iowa from 1894 until 1911, when he resigned; elected as a Republican to the Sixty-second Congress to fill the vacancy caused by the resignation of Walter I. Smith; reelected to the Sixty-third and to the seven succeeding Congresses and served from June 5, 1911, until March 31, 1928, when he resigned; chairman, Committee on Ways and Means (Sixty-eighth through Seventieth Congresses); appointed a judge of the Court of Claims of the United States and served from April 1, 1928, until May 29, 1940, when he resigned, but was recalled and continued to serve until June 1942; retired from active pursuits and resided at Bellport, N.Y., until his death there on June 11, 1947; interment in Rock Creek Cemetery, Washington, D.C.
