Biography
(Cousin of Frederick Hale), Representative from Maine; born in Portland, Cumberland County, Maine, November 29, 1889; attended the public schools; was graduated from Portland High School in 1906, from Bowdoin College, Brunswick, Maine, in 1910, and from Oxford University in England, in 1912; attended Harvard Law School in 1913 and 1914; was admitted to the Massachusetts bar in 1914, the Maine bar in 1917, and the District of Columbia bar in 1959; practiced in Portland, Maine, 1917-1942; during the First World War served in the United States Army in grades up to second lieutenant, with overseas service, 1917-1919; member of the State house of representatives 1923-1930, serving as speaker in 1929 and 1930; elected as a Republican to the Seventy-eighth and to the seven succeeding Congresses (January 3, 1943-January 3, 1959); unsuccessful candidate for reelection in 1958 to the Eighty-sixth Congress; resumed the practice of law in Washington, D.C., where he died November 30, 1976; interment in Evergreen Cemetery, Portland, Maine.Courtesy of Biographical Directory of the United States Congress
