Biography
Representative from New York; born in Worcester County, Mass., September 10, 1847; was graduated from the Brooklyn Polytechnic Institute in 1865 and from Harvard University in 1869; attended Columbia College Law School in 1869; was admitted to the bar in 1870; attended Exeter College, Oxford University, England, in 1870 and 1871; concluded the course at Columbia College Law School in 1873; served as a member of the constitutional commission of the State of New York in 1890; delegate to the Democratic National Convention at Chicago in 1892; elected as a Democrat to the Fifty-third and Fifty-fourth Congresses (March 4, 1893-March 3, 1897); unsuccessful candidate for reelection in 1896 to the Fifty-fifth Congress; colonel of Volunteers in the war with Spain in 1898; died in New York City on April 23, 1909; interment in Greenwood Cemetery, Brooklyn, N.Y.Courtesy of Biographical Directory of the United States Congress
