Biography

Representative from Oregon; born in Great Falls, Cascade County, Mont., March 9, 1914; attended the public schools in Snohomish, Wash; graduated from Whitman College, Walla Walla, Wash., in 1935; taught in Port Angeles (Wash.) High School 1935-1937; M.A., Columbia University, New York City, 1939; commissioned an ensign in the United States Navy in 1942, and served as communications officer in the South and Southwest Pacific until December 1945; captain, United States Naval Reserve; engaged in business in Baker, Oreg.; elected as a Democrat to the Eighty-fifth and to the eleven succeeding Congresses (January 3, 1957-January 3, 1981); chairman, Joint Committee on Budget Control (Ninety-second and Ninety-third Congresses), Committee on Budget (Ninety-third Congress), Committee on Ways and Means (Ninety-fourth through Ninety-sixth Congresses), Joint Committee on Internal Revenue Taxation (Ninety-fourth Congress), Joint Committee on Taxation (Ninety-fifth and Ninety-sixth Congresses); unsuccessful candidate for reelection in 1980 to the Ninety-seventh Congress; established a consulting firm in Washington, D.C.; was a resident of Falls Church, Va., until his death in Bethesda, Md., October 11, 1986; interment at Columbia Gardens Cemetery, Arlington, Va.
