Description: TO CONSIDER A RESOLUTION PROVIDING THAT THE SUM OF $5,000,000 (IF THE SURPLUS REVENUE SHALL AMOUNT TO AS MUCH) SHALL BE ANNUALLY APPORTIONED AMONG THE SEVERAL STATES, ACCORDING TO THEIR REPRESENTATION; ONE MOIETY THEREOF TO BE APPROPRIATED TO WORKS OF IMPROVEMENT OF A NATIONAL CHARACTER AND THE OTHER TO THE PURPOSES OF GENERAL EDUCATION, AND THE COMM. ON ROADS AND CANALS BE INSTRUCTED TO REPORT A BILL ACCORDINGLY.
