Description: TO CONCUR IN THE AMENDMENT TO H. R. 1176 (APP. 3/3/1839), TO GIVE THE PRESIDENT ADDITIONAL POWERS FOR THE DEFENSE OF THE UNITED STATES AGAINST INVASION IN CERTAIN CASES, AND FOR OTHER PURPOSES. THE AMENDMENT WOULD PREVENT THE PRESIDENT FROM RAISING A PROVISIONAL FORCE, TO BE ENLISTED FOR FIVE YEARS OR DURING THE CONTINUANCE OF HOSTILITIES, UNTIL CONGRESS CAN CONVENE TO ACT UPON THE SUBJECT.
