Description: TO AMEND H.J. RES. 64, BY PROVIDING THAT A JOINT RESOLUTION PROPOSING CERTAIN AMENDMENTS TO THE CONSTITUTION BE SUBMITTED TO A VOTE OF THE PEOPLE. THESE AMENDMENTS WOULD SETTLE ALL QUESTIONS REGARDING SLAVERY BETWEEN THE FREE AND SLAVE STATES AND TERRITORIES AND WOULD ALSO PROVIDE FOR THE ENFORCEMENT OF THE LAWS SUPPRESSING THE AFRICAN SLAVE TRADE.
