R. 8696, MAKING APPROPRIATIONS FOR CURRENT AND CONTINGENT EXPENSES OF THE BUREAU OF INDIAN AFFAIRS FOR FULFILLING TREATY STIPULATIONS WITH VARIOUS INDIAN TRIBES FOR FISCAL YEAR 1919, PART OF WHICH REPORT IS TO THE EFFECT THAT THE FEDERAL GOVERNMENT IS NOT OBLIGATED TO ENROLL MISSISSIOPI CHOCTAWS WITH THE CHOCTAWS WEST AND ONLY UNDER SUCH OBLIGATION TO MISSISSIPPI CHOCTAWS AS IS DUE TO THE NORTH AMERICAN DEPENDENT INDIANS WHO WERE ORIGINAL OWNERS OF SOIL AND WHO WERE DEPRIVED OF THEIR PATRIMONY BY WHITE SETTLERS.
