R. 4803 (APP. 7/12/21), A BILL MAKING APPROPRIATIONS FOR THE NAVAL SERVICE FOR FISCAL 1922, WHICH AMENDMENT PROVIDES THAT ALL CONTRACTS FOR WORK AND MATERIALS WITH GOVERNMENT OWNED ESTABLISHMENTS SHALL BE CONSIDERED IN THE SAME MANNER AS CONTRACTS WITH PRIVATE CONTRACTORS.
