RES. 98, JUNE 27, 1930) PROMOTING PEACE AND TO EQUALIZE THE BURDENS AND MINIMIZE THE PROFIT OF WAR, WHICH AMENDMENT STRIKES OUT "WITHOUT PROFIT" FROM THE PROVISION THAT A COMMITTEE BE APPOINTED TO "STUDY AND CONSIDER AMENDING THE CONSTITUTIONS OF THE U.S. SO AS TO PROVIDE THAT PRIVATE PROPERTY MAY BE TAKEN BY CONGRESS FOR PUBLIC USE WITHOUT PROFIT DURING WAR, AND ALSO STRIKES OUT "SO AS TO EMPOWER THE PRESIDENT IMMEDIATELY TO MOBILIZE ALL THE RESOURCES OF THE COUNTRY."
