Description: TO PASS H.R. 10915, A BILL RELATING TO THE REDUCTION OF THE QUOTA FOR EXTRA-LONG-STAPLE COTTON, REDUCING THE GLOBAL QUOTA ON EXTRA-LONG-STAPLE COTTON BY AN AMOUNT EQUAL TO THE AVERAGE IMPORTS DURING THE 5-QUOTA-YEAR PERIOD 1961-66 FROM NATIONS WHICH SEVERED DIPLOMATIC RELATIONS WITH THE U.S. DURING THE 1-YEAR PERIOD PRIOR TO THE ENACTMENT OF H.R. 10915 AND PROHIBITING SUCH NATIONS FROM PARTICIPATING IN THE REDUCED QUOTA UNTIL CONGRESS SHALL ACT TO EFFECT THEIR REPARTICIPATION.
