Description: CONFERENCE REPORT ON H.R. 611, A BILL TO ESTABLISH A FEDERAL JUDICIAL CENTER; TO PASS THE REPORT RECOMMENDING THAT THE HOUSE RECEDE AND CONCUR WITH THE SENATE, WITH AN AMENDMENT WHICH ADOPTS THE SENATE VERSION WHICH HAS THREE IMPORTANT DIFFERENCES: 1) THE CENTER IS TO BE LOCATED "WITHIN THE JUDICIAL BRANCH OF THE GOVERNMENT" RATHER THAN "THE ADMINISTRAFIVE OFFICE OF THE U.S. COURTS" 2) THE DIRECTOR OF THE CENTER SHALL HIRE PERSONNEL RATHER THAN THE BOARD OF DIRECTORS AND 3) ONLY ACTIVE JUDGES MAY SERVE ON THE BOARD OF THE CENTER AND NO BOARK MEMBER MAY ALSO BE A MEMBER OF THE JUDICIAL CONFERENCE.
