Bill summary: (LATEST SUMMARY) Requires the Secretary of Agriculture to carry out the rural environmental assistance program authorized, under the Soil Conservation and Domestic Allotment Act, by making payments or grants of other aid to agricultural producers, including tenants and sharecroppers, in an aggregate amount equal to the sums appropriated therefor. Requires the Secretary, to the full extent permitted by available appropriations, to enter into agreements under the Water Bank Act with landowners and operators in important migratory water-fowl nesting and breeding areas for the conservation of water on specified farm, ranch, or other wetlands. (Amends 16 U.S.C. 590h(b), 1302)
