Description: TO AGREE TO H.RES. 929, RULE FOR CONSIDERATION OF H.R. 8053, TO ESTABLISH WITHIN THE BUREAU OF THE CENSUS A VOTER REGISTRATION ADMINISTRATION TO BE ADMINISTERED THROUGH THE POSTAL SERVICE.

Bill summary: Provides that upon the adoption of this resolution it shall be in order to move that the House resolve itself into the Committee of the Whole House on the State of Union for the consideration of the bill ( H.R. 8053 ) to amend title 13, United States Code, to establish within the Bureau of the Census a Voter Registration Administration for the purpose of administering a voter registration program through the Postal Service. States that after general debate, which shall be confined to the bill and shall continue not to exceed two hours, to be equally divided and controlled by the chairman and ranking minority member of the Committee on House Administration, the bill shall be read for amendment under the five-minute rule. Provides that it shall also be in order to consider the text of the bill H.R. 11713 if offered as an amendment in the nature of a substitute for said committee substitute, notwithstanding the provisions of clause 7, Rule XVI. States that at the conclusion of the consideration of H.R. 8053 for amendment, the Committee shall rise and report the bill to the House with such amendments as may have been adopted, and any Member may demand a separate vote in the House on any amendment adopted in the Committee of the Whole to the bill or to the committee amendment in the nature of a substitute. Provides that the previous question shall be considered as ordered on the bill and amendments thereto to final passage without intervening motion except one motion to recommit with or without instructions.
