Description: TO AGREE TO THE CONFERENCE REPORT ON H.R. 14592, MILITARY PROCUREMENT AUTHORIZATION BILL FOR FISCAL 1975.

Bill summary: (LATEST SUMMARY) Department of Defense Appropriation Authorization Act - Authorizes appropriations during the fiscal year 1975 for procurement of aircraft, missiles, naval vessels, tracked combat vehicles, torpedoes, and other weapons, and research, development, test and evaluation for the Armed Forces. Prescribes the authorized personnel strength for each active duty component and of the Selected Reserve of each Reserve component of the Armed Forces and of civilian personnel of the (...show more) Department of Defense. Prescribes military training student loads. Prohibits the use of dogs for testing of chemical and biological warfare agents. Authorizes appropriations for support of South Vietnamese military forces. Prohibits the transfer of any naval vessel in excess of 2000 tons or less than 20 years of age to another nation unless such transfer is approved by law. Prohibits use of funds authorized by this Act for carrying out any proposed flight test of the Minuteman missile from any place within the United States other than Vandenberg Air Force Base. Prohibits the obligation of funds under a contract entered into by the Department of Defense for procurement of goods which are other than American goods. Sets forth exceptions to such prohibition. Authorizes the United States Army Command and General Staff College to confer the degree of master of military art and science. Prohibits the export, without Congressional approval, of goods, technology, and industrial techniques to foreign countries which would significantly increase the military capability of such countries. Requires that new construction major combatant vessels for the strike forces of the United States Navy be nuclear powered, except as otherwise provided in this Act.
