Res. 1372 94th Congress, shall be permanent law. =Title III: Joint Items= - Appropriates sums for fiscal year 1977 for: (1) joint committees; (2) the Office of the Attending Physicians; (3) the Capitol Police; (4) the education of pages; (5) official mail costs; (6) Capitol Guide Service; and (7) statements of appropriations. =Title IV: Office of Technology Assessment= - Appropriates $6,624,000 for fiscal year 1977 to carry out the Technology Assessment Act of 1972. =Title V: Congressional Budget Office= - Appropriates $9,319,200 for salaries and expenses under the Congressional Budget Act of 1974. =Title VI: Architect of the Capitol= - Appropriates specified sums for the Office of the Architect of the Capitol and Capitol buildings and grounds for fiscal year 1977. =Title VII: Botanic Garden= - Appropriates $1,164,900 for the Botanic Garden for fiscal year 1977. =Title VIII: Library of Congress= - Appropriates $66,978,000 for necessary expenses of the Library of Congress for fiscal year 1977. Sets forth administrative provisions regarding the use of funds appropriated in this Act. =Title IX: Copyright Royalty Commission= - Appropriates $268,000 for the necessary expenses of the Copyright Royalty Commission. =Title X: Government Printing Office= - Appropriates sums for printing and binding, salaries and expenses of the Office of the Superintendent of Documents, and the GPO Revolving Fund for fiscal year 1977. =Title XI: General Accounting Office= - Appropriates sums for the salaries and expenses of the General Accounting Office for fiscal year 1977. =Title XII: Cost-Accounting Standards Board= - Appropriates $1,700,000 for the expenses of the Cost-Accounting Standards Board in carrying out specified provisions of the Defense Production Act of 1950. =Title XIII: General Provisions= - Prohibits use of funds appropriated under this Act for maintenance of private vehicles, with an exception under the House of Representatives Committee on House Administration regulation. Places additional restrictions on the uses of funds appropriated in this Act. Eliminates the one percent add on for cost-of-living adjustments in annuities of Federal and military retirees and establishes a new method of computing adjustments. Provides that the effective dates of the semi-annual cost-of-living adjustments will be March 1 and September 1.
