=Title I:= Makes the following economic stimulus appropriations: (1) within the Department of the Treasury: (a) for payments to the State and Local Government Fiscal Assistance Trust Fund, $4,991,085,000; (b) for the Antirecession Financial Assistance Fund, $632,500,000; (2) for research and development within the National Aeronautics and Space Administration, $95,000,000; (3) for the reimbursement program of the Federal Water Pollution
Control Act for the construction of waste water treatment plants, within the Environmental Protection Agency, $300,000,000; (4) within the Department of Labor: (a) for program administration for the Employment and Training Administration, $4,397,000; (b) for employment and training assistance, $2,578,000,000; (c) for temporary employment service, $6,847,000,000; (d) for community service employment for older Americans, $59,400,000; (e) for salaries and expenses within the Bureau of Labor Statistics, $500,000; and (f) for departmental management salaries and expenses, $602,000; (5) within the Department of Commerce, $4,000,000,000 for the local public works program within the Economic Development Administration and $175,000,000 for a drought assistance program; (6) within the Department of Transportation: (a) $545,000,000 for the Airport and Airway Trust Fund; (b) under the Federal Highways Administration, $75,000,000 for the Off-System Railway-Highway Crossings Program, $200,000,000 for the Safer Off-System Roads Program; $10,000,000 for traffic control signalization demonstration projects, $15,000,000 for highways crossing Federal projects; $16,000,000 for railroad-highway crossings demonstration projects; and $50,000,000 for the Northeast Corridor Improvement Program; and (c) under the Federal Railroad Administration, $50,000,000 for the Railroad Rehabilitation and Improvement Financing Funds; (7) within the Department of the Treasury, $50,000,000 for investment in fund anticipation notes; and (8) within the Internal Revenue Service, $2,000,000 for accounts, collection and taxpayer service.
=Title II: General Provisions= - States that no part of any appropriation contained in this Act shall remain available for obligation beyond the current fiscal year unless expressly so provided.
