Lists amounts authorized for specified plant (...show more) and capital equipment expenditures. Amends prior year appropriations authorization acts to authorize increases for specified projects. =Title II: General Provisions= - Imposes limitations upon the amount of cost overrun incurred by projects authorized by this Act without specific Congressional authorization. Prohibits transfers and unauthorized expenditures of funds without prior notice to Congress with opportunity for Congressional review.
