Rescinds funds appropriated in the Department of Defense Appropriation Act, 1977, for aircraft procurement, Air Force and for missile procurement, Air Force. =Title II: General Provisions= - Converts specified claims, including those covered by the Military Claims Act, to a permanent, indefinite, appropriation. Authorizes the payment of Congressional pages during the adjournment period between sessions of the 95th Congress. Makes changes in the status and pay of certain Senate employees. Directs the Secretary of Transportation to designate as a route on the National System of Interstate and Defense Highways, certain lands in the State of Washington. Permits firms which have received an export license prior to September 30, 1978, to be allowed to continue to receive a license for the conclusion of the particular contract sale.
