Bill summary: (House agreed to certain Senate amendments with an amendment) Appropriates $181,689,000 to the Department of Labor, Employment Standards Administration, for payments from the Black Lung Disability Trust Fund. Makes certain funds already appropriated to the Department of Labor for other purposes available for such payments but requires the Fund to reimburse the Department. Appropriates $43,500,000 to the Railroad Retirement Board Regional Rail Transportation Protective Account for benefit (...show more) payments. Appropriates $25,000,000 to the Department of Health, Education, and Welfare (Education Division) for special projects under the Emergency School Aid Act. Extends the application deadline for such project funds to August 1, 1978, for any district where changed circumstances precluded conformity with regular application cycle. Appropriates $3,788,000 to the Department of Commerce for administrative expenses of the Local Public Works of the Economic Development Administration.
