Description: TO PASS H. J. RES. 1139, THE BILL MAKING CONTINUED APPROPRIATIONS FOR FISCAL YEAR 1979.

Bill summary: (Measure passed Senate, amended) Makes continuing appropriations, as necessary, for certain on-going activities authorized by specified Acts, including, but not limited to, the Community Services Act and the Environmental Education Act. Prohibits the rate for operations of such activities to be in excess of the current rate. Authorizes such amounts as may be necessary for fiscal year 1979, for programs, projects, and activities as provided for in the Energy and Water Development Appropriation (...show more) Act of 1979. Stipulates that no funds shall be available for listed projects. Allows funds to be used to continue the planning of specified projects. Makes appropriations for the Water Resources Council. Specifies that these funds shall not be used to initiate or resume any project or activity for which funds were not available during fiscal year 1978. Repeals a provision of the Foreign Relations Authorization Act, Fiscal Year 1979, which permits retirement to certain foreign service officers based on their "high one year of service. Amends the Department of Transportation and Related Agencies Appropriation Act of 1979 to delete the provision of law which provided that none of the funds appropriated could be expended to ConRail until authorizing legislation is passed. Appropriates $3,500,000 for the Rhode Island Indian Claims Settlement Fund as authorized in the Rhode Island Indian Claims Settlement Act. Amends the Legislative Branch Appropriation Act of 1968, as amended, by setting ceilings on the number of people permitted to be paid at various levels on the standing committee payroll of the Senate. Appropriates $16,000,000 for grants to the United States Olympic Committee (Corporation) to defray direct operating costs of programs of amateur athletic activities and for programs of amateur athletic activities. Requires the Corporation to report annually to the Congress with a detailed accounting of such funds and a description of future projects. Authorizes to be appropriated to the Secretary of Commerce not to exceed $16,000,000 in fiscal year 1980, such sums to remain available until expended.
