Bill summary: (Reported to House from the Committee on Foreign Affairs with amendment, H. Rept. 96-283) Finds it in the interest of the United States to encourage the development of a multiracial democracy in Zimbabwe-Rhodesia. Directs the President to terminate sanctions against Zimbabwe-Rhodesia by October 15, 1979, unless such termination is not in the national interest of the United States. Requires the President to report such a determination to Congress.
