Bill summary: (Measure passed House, amended, roll call #270 (375-32)) Civil Rights Act of 1984 - Amends the Education Amendments of 1972, the Rehabilitation Act of 1973, the Age Discrimination Act of 1975 and the Civil Rights Act to prohibit discrimination by any recipient of Federal financial assistance. (Currently, discrimination is prohibited only in a program or activity receiving Federal assistance.) Defines the term "recipient" to extend comprehensive coverage for purposes of the four Acts to any (...show more) State or local governmental unit, any public or private agency or entity, and any subunit, successor, assignee, or transferee of any such unit, agency, or entity. Provides that Members of Congress and the Federal judiciary may be considered recipients of Federal financial assistance for the purpose of extending coverage of the four civil rights Acts. States that nothing in this Act shall be construed as changing the status of historically black colleges and universities.
