RES. 247, A MEASURE PROVIDING UNITED STATES ASSISTANCE TO FOSTER PEACE AND NURTURE DEMOCRATIC INSTITUTIONS THROUGHOUT CENTRAL AMERICA. THE HAMILTON SUBSTITUTE PROVIDES $10 MILLION FOR HUMANITARIAN ASSISTANCE TO NICARAGUAN REFUGEES TO BE DISTRIBUTED BY THE RED CROSS OR THE UNITED NATIONS, AND $4 MILLION FOR THE IMPLEMENTATION OF A CONTADORA PEACE AGREEMENT.
