GRADUALLY LESS OF THE PEANUT CROP WOULD BE AFFECTED BY THE QUOTA AND GRADUALLY MORE FARMERS WHO DID NOT HAVE QUOTAS WOULD BE PERMITTED TO SELL IN MARKETS FROM WHICH THEY ARE PRESENTLY BARRED. (MOTION FAILED)
