Description: AMENDMENT TO H R 2100 FOOD SECURITY ACT THAT HAS WHEAT,FEED GRAIN, RICE, COTTON, AND SOYBEAN FARMERS REJECT OR APPROVE THROUGH A REFERENDUM EVERY FOUR YEARS, UNTIL 1997, THE PRODUCTION PROGRAM OUTLINED IN THE AMENDMENT. IF THE PROGRAM IS REJECTED, THE SECRETARY OF AGRICULTURE WILL CREATE AN ALTERNATIVE PROGRAM.
