Description: TO AMEND HR 1414, PRICE-ANDERSON AMENDMENTS, TO ESTABLISH A PENALTY SYSTEM FOR THOSE CONTRACTORS WHO FAIL TO ADHERE TO THE REGULATIONS SET DOWN BY THE DEPARTMENT OF ENERGY AND TO ALLOW THE ATTORNEY GENERAL TO SUE ANY CONTRACTOR WHO, THROUGH GROSS NEGLIGENCE OR WILLFUL MISCONDUCT, CAUSES A NUCLEAR ACCIDENT.
