Description: TO AMEND HR 4264, FISCAL 1989 DEFENSE AUTHORIZATION, TO ALTER THE DAVIS-BACON ACT REQUIRING FEDERAL CONTRACTORS TO PAY WORKERS LOCALLY COMPETITIVE WAGES BY EXEMPTING DEFENSE DEPARTMENT LESS THAN $250,000 FROM THE REQUIREMENTS. THE STENHOLM AMENDMENT WOULD ALSO DECREASE REPORTING REQUIREMENTS FOR CONTRACTORS AND PROHIBIT DIVIDING CONTRACTS TO EVADE THRESHOLDS.
