Bill summary: Amends the Departments of Commerce, Justice, and State, the Judiciary, and Related Agencies Appropriations Act, 1990 and the Foreign Relations Authorization Act, Fiscal Years 1990 and 1991 to: (1) repeal certain limitations on appropriations for the Department of State, the United States Information Agency, and the Board for International Broadcasting; (2) change the due dates for specified plans and reports; and (3) reduce appropriations for certain educational and cultural exchange programs.
