Bill summary: Drug Abuse Resistance Education Act of 1990 - Amends the Drug-Free Schools and Communities Act of 1986 to authorize the Secretary of Education to award grants to consortia of local education agencies and entities, which meet specified requirements, to provide drug abuse resistance education to students in kindergarten through grade six. Authorizes appropriations for FY 1991 through 1993 for such purpose.
