Bill summary: Waives, with respect to certain budget and appropriations resolutions reported from the Committee on Rules on October 27, 1990, provisions of rule XI of the Rules of the House of Representatives that require a two-thirds vote to consider a report from such Committee on the same day it is presented to the House. Provides for the consideration or disposition of: (1) a reconciliation bill for FY 1991 (including an amendment or conference report); (2) a joint resolution making continuing (...show more) appropriations for FY 1991 (including an amendment or conference report); or (3) a bill to extend the temporary increase in the public debt limit (including an amendment or conference report); and (4) a conference report (including amendments reported from conference in disagreement) on any general appropriations bill. Makes it in order at any time through such date, to consider conference reports on any general appropriation bill on the same day reported or any day thereafter if copies, together with the text of any amendment reported, have been available to Members for at least two hours before the beginning of such consideration.
