Sets forth provisions on the uses of such appropriations.
Title II: Postal Service
- Postal Service Appropriations Act, 1994 - Makes appropriations to the Postal Service Fund for FY 1994.
Title III: Executive Office of the President and Funds Appropriated to the President
- Executive Office Appropriations Act, 1994 - Makes appropriations for FY 1994 for the Executive Office of the President and related offices and programs.
Title IV: Independent Agencies
- Independent Agencies Appropriations Act, 1994 - Makes appropriations for FY 1994 for the following independent agencies: (1) the General Services Administration; (2) the Office of Personnel Management; (3) the Advisory Commission on Intergovernmental Relations; (4) the Committee for Purchase from People who are Blind or Severely Disabled; (5) the Federal Election Commission; (6) the Federal Labor Relations Authority; (7) the Merit Systems Protection Board; (8) the National Archives and Records Administration; (9) the Office of Government Ethics; (10) the Office of Special Counsel; and (11) the United States Tax Court.
Makes appropriations for FY 1994 for: (1) the Administrative Conference of the United States; and (2) the Advisory Commission on Intergovernmental Relations.
Rescinds certain amounts made available to the Citizens' Commission on Public Service and Compensation.
Specifies uses of funds provided to the General Services Administration.
Title V: General Provisions (This Act)
- Sets forth certain prohibitions and limitations on the use of appropriations made under this Act.
(Sec. 517) Requires FY 1994 pay raises to be absorbed within levels appropriated by this Act. Prohibits the annual adjustment to pay schedules of Federal employees in FY 1994.
(Sec. 524) Facilitates a transfer of property in Suitland, Maryland, to enable the Washington Metropolitan Area Transit Authority to construct a metrorail station and related surface facilities.
(Sec. 525) Requires the implementation of the plan to consolidate the operations of the Bureau of the Public Debt in Parkersburg, West Virginia.
(Sec. 529) Requires entities appropriated funds under this Act to comply with the Buy American Act. Expresses the sense of the Congress to such effect.
(Sec. 531) Transfers certain lands to the 19 Pueblo tribes of New Mexico.
(Sec. 532) Transfers certain lands in Holbrook, Arizona, from the Department of the Air Force to the National Park Service.
Title VI: Governmentwide General Provisions
- Sets forth certain requirements for and prohibitions and limitations on the use of appropriations by departments, agencies, and corporations.
(Sec. 626) Prohibits the use of funds by former Presidents for partisan political activities.
(Sec. 628) Amends the Federal Employees Pay Comparability Act of 1990 to provide for the Washington-Baltimore DC-MD-VA-WV Consolidated Metropolitan Statistical Area.
(Sec. 630) Requires Federal instrumentalities to ensure that its workplaces are free from discrimination and sexual harassment.
Title VII: Revenue Forgone Reform
- Revenue Forgone Reform Act - Amends postal law to repeal the authorization of appropriations for revenues forgone appropriations for nonprofit second-class, classroom second-class, in-county second-class, nonprofit third-class, and library rate mail.
(Sec. 705) Eliminates the use of nonprofit third-class mail for promoting any item or service for which an organization is subject to unrelated business income tax.
(Sec. 706) Makes all commercial mailers ineligible for library rate mail.
(Sec. 707) Expresses the sense of the Congress that any legislation which would have the effect of expanding the classes of mail or kinds of mailers eligible for reduced rates of postage should provide for sufficient funding to ensure that neither any losses to the United States Postal Service nor any increase in the rates of postage for other classes of mail or kinds of mailers will result.
Title VIII: General Provisions
- Authorizes the Administration to establish the National Partnership Council with interagency assistance from the Office of Personnel Management, the Office of Management and Budget, and the Federal Labor Relations Authority.
