Bill summary: Directs the President, pursuant to the War Powers Resolution, to remove U.S. armed forces from Somalia by March 31, 1994 (unless the President requests and the Congress authorizes a later date), except for a limited number of members of the armed forces sufficient only to protect U.S. diplomatic facilities and citizens and noncombatant personnel to advise the United Nations commander in Somalia.
