Subtitle B: Eliminating Federal Support for Honey - Amends the Agricultural Act of 1949 to eliminate the honey price support program after the 1995 crop year. Reduces 1994 and 1995 support levels and limits such years' assistance to recourse loans. Title II: Department of Commerce - Directs the Departments of Commerce and of Defense and the National Aeronautics and Space Administration (NASA) to propose a single operational polar environmental and weather satellite system which meets national needs. Declares the sense of the Congress that such a proposed system, contingent on adequate resources to fully meet U.S. national security interests, shall be operated by the Department of Commerce as a civil system. Requires the Director of the Office of Science and Technology Policy to submit to the Congress by a certain date an implementation plan designed to result in specified savings in budget authority and outlays between FY 1994 and 1999. Directs NASA and the National Ocean and Atmospheric Administration to jointly develop a plan to implement a cost-effective program, modeled after the Operational Satellite Improvement Program, of incremental enhancements in operational weather satellite systems. Title III: Department of Defense - Grants discretion to the commander of a military installation to credit proceeds from the sale of recyclable materials to the nonappropriated morale and welfare account of such installation. Requires the Secretary of Defense to begin to terminate operations of the Uniformed Services University of the Health Sciences beginning in FY 1995 and to close it no later than September 30, 1998. Directs the Secretary of the Army to transmit to the Congress for approval a plan to reorganize the Army Corps of Engineers through the reorganization and reduction of offices and the restructuring of functions in order to increase efficiency and reduce costs, with a goal of achieving $50 million in net annual savings by FY 1998. Title IV: Department of Energy - Subtitle A: Alaska Power Administration Sale Authorization - Alaska Power Administration Sale Authorization Act - Authorizes the Secretary of Energy (the Secretary), in accordance with specified purchase agreements, to sell: (1) Snettisham Hydroelectric Project to the Alaska Industrial Development and Export Authority; and (2) the Eklutna Hydroelectric Project to Anchorage Municipal Light and Power, the Chugach Electric Association, Inc., and the Matanuska Electric Association Inc. Directs the Secretary to: (1) close out the Alaska Power Administration; and (2) assess alternative options for maximizing returns to the Treasury from the sale of the Alaska Power Marketing Administration before taking any of the sales actions authorized by this subtitle. Subtitle B: Federal-Private Cogeneration of Electricity - Amends the National Energy Conservation Policy Act to modify the definition of "energy savings" to include increased efficiency from cogeneration processes for other than federally owned buildings or other federally owned facilities. Subtitle C: Power Marketing Administrations - Directs the Administrators of the Southeastern, Southwestern, and Western Area Power Administrations to study and report to the Congress about refinancing options. (Sec. 4202) Requires the Administrator of the Bonneville Power Administration to study and report to the Congress about refinancing options for a permanent resolution of the repayment reform initiative directed at Bonneville's appropriation investment repayment obligation. Subtitle D: Termination of Advanced Liquid Metal Reactor Program - Prohibits the Secretary from obligating funds for the civilian portion of the advanced liquid metal reactor program. Title V: Department of Health and Human Services - Directs the Secretary of Health and Human Services to study and report to specified congressional committees on methods to increase flexibility in contracting for Medicare claims processing and otherwise simplify Medicare administration. (Sec. 5002) Authorizes the Secretary to conduct pilot projects with up to three States for studying the ways of obtaining workers' compensation data for the Secretary for any disability payment reductions required under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act (SSA). Authorizes reimbursement of participating States out of the social security trust funds for the costs of project participation. (Sec. 5003) Amends SSA title II to restructure the current program for death information exchange: (1) to use, for example, a Federal Clearinghouse on Death Information as the vehicle for all such exchanges; and (2) in the case of individuals with respect to whom federally funded benefits are provided by (or through) a Federal or State agency other than under SSA, to require such agency to pay a set fee to cover all costs connected with the provision of such information for them. Ends the exemption from Internal Revenue Code requirements for Social Security Administration sharing of State collected death information with other Federal agencies granted to two States under the Omnibus Budget Reconciliation Act of 1993. (Sec. 5004) Amends SSA title II to earmark specified levels of administrative funding for continuing disability reviews of disabled beneficiaries for FY 1994 through 1999. Title VI: Department of Housing and Urban Development - Amends the Housing and Community Development Amendments of 1978 to revise provisions regarding the management and disposition of Department of Housing and Urban Development (HUD)-held multifamily properties and mortgages. (Sec. 6002) Amends the National Housing Act to cover mortgage refinancing costs under the lower-income family homeownership assistance program. (Sec. 6003) Amends the Housing and Community Development Amendments of 1978 to authorize the use of emergency assistance funds for residency in multifamily housing disposition projects. (Sec. 6004) Authorizes the Secretary of Housing and Urban Development (Secretary) to employ temporary workers in FY 1993 through 1995 to facilitate disposition of HUD inventory properties. (Sec. 6005) Directs the Secretary to carry out HUD reorganization and reduction activities without regard to specified procedural requirements under the Department of Housing and Urban Development Act. Title VII: Department of the Interior - Directs the Secretary of the Interior (the Secretary) to require the Minerals Management Service, Royalty Management Program to develop and implement: (1) an automated business information system to provide its auditors with a specified lease history; (2) a more efficient and cost-effective royalty collection process; and (3) pilot projects for State collection of mineral receipts from Federal land. Amends the Federal Oil and Gas Royalty Mangement Act of 1982 to prescribe penalty assessment guidelines for underreporting of lease royalties. Requires the Secretary to phase out the Mining and Mineral Resources Research Institute Act of 1984. Authorizes appropriations under such Act for FY 1995 through 1998. Directs the Secretary to study, with the active participation of Indian tribes, and report to the Congress on the reorganization of the Bureau of Indian Affairs. Terminates, as of FY 1994, certain annual direct grant assistance payments made under the Covenant to Establish a Commonwealth of the Northern Mariana Islands in Political Union with the United States of America. Title VIII: Miscellaneous Provisions - Amends the Legislative Reorganization Act of 1946 and other Federal laws to limit annual cost of living adjustments for Members of Congress, the Vice President, senior Government officials, and Federal judges. (Sec. 8002) Places specified increasing limitations on the total number of full-time equivalent executive agency positions in FY 1994 through 1998. Makes the Office of Management and Budget (OMB) responsible for monitoring agency compliance with such limitations and providing appropriate notification in cases of noncompliance, in which case agency hiring shall be suspended. Provides for waivers from the requirements of this paragraph under certain conditions. Title IX: Department of Labor - Amends the Federal Employees Compensation Act (FECA) to add provisions to deter fraud and abuse in the FECA program. (Sec. 9002) Amends FECA to authorize the Secretary of Labor, as part of the vocational rehabilitation effort, to assist permanently disabled individuals in seeking and/or obtaining employment. Authorizes the Secretary to reimburse an employer (including a Federal employer), who was not the employer at the time of injury and who agrees to employ a disabled beneficiary, for portions of the salary, through payments from the Employees' Compensation Fund. Authorizes the Secretary to expand the FECA Periodic Roll Management Project to all offices of the Office of Workers' Compensation Program of the Department of Labor. (Sec. 9003) Amends the McNamara-O'Hara Service Contract Act and the Davis-Bacon Act to authorize the Secretary of Labor to develop and implement electronic data interchange systems to request and obtain wage determinations required under such Acts. (Sec. 9004) Amends the Employee Retirement Income Security Act of 1974 (ERISA) to eliminate certain filing requirements for routine disclosure to employee benefit plan participants and beneficiaries of plan descriptions, summary plan descriptions, and descriptions of material modifications to a plan. Provides for such disclosures by plan administrators through written requests to the Secretary of Labor. Title X: Department of State and United States Information Agency - Directs the Secretary of State to take action to improve the efficiency of Department of State activities and save a total of $5.7 million by the end of FY 1999. (Sec. 10002) Requires the Director of the U.S. Information Agency (USIA) to take action to improve the efficiency of USIA's public diplomacy activities and save a total of $15 million by the end of FY 1999. Title XI: Department of Transportation - Amends the Merchant Marine Act, 1936 to entitle certain individuals to reemployment rights and other benefits substantially equivalent to those provided by provisions of Federal law relating to veterans' reemployment rights for armed forces reserve members ordered to active duty. Makes eligible for such rights an individual who: (1) was employed in the activation or operation of a vessel in the National Defense Reserve Fleet, under provisions restored by this Act, a vessel requisitioned or purchased under provisions relating to national emergencies, or a vessel used by the United States for a war, armed conflict, national emergency, or maritime mobilization need, including training or testing; and (2) during such employment, possessed a valid license, certificate of registry, or merchant mariner's document under certain provisions of Federal law. (Sec. 11102) Amends the Federal Aviation Act of 1958 to provide that in order for a point to be eligible for basic essential (small community) air service it must not require a rate of subsidy per passenger in excess of $200, unless it is more than 210 miles and not fewer than 70 miles from the nearest large or medium hub airport. Decreases the amount of funds from the Airway Trust Fund for the essential air service program for FY 1994 through 1998. Authorizes amounts from such Fund for FY 1999. (Sec. 11103) Repeals the Airway Science Program. (Sec. 11004) Authorizes the Administrator of the Federal Aviation Administration (FAA) to continue the Collegiate Training Initiative Program to prepare students to become air traffic controllers. Title XII: Department of Veterans Affairs - Subtitle A: Administrative Improvements - Eliminates: (1) Department of Veterans Affairs (Department) hospital and nursing home bed capacity requirements; (2) a required minimum number of full-time personnel in the Office of the Inspector General of the Department (and sets forth requirements for any reduction in full-time equivalent employees); (3) the requirement for certain divisions, services, and offices within the Veterans Health Administration of the Department; and (4) the requirement that certain senior Veterans Health Administration officials be physicians. (Sec. 12003) Reduces from 90 to 45 days after congressional notification the waiting period required before a Department administrative reorganization. Allows for an expedited reorganization in response to an emergency situation at a facility. (Sec. 12006) Allows funds from the Department of Veterans Affairs Medical-Care Cost Recovery Fund to be used for the purchase of needed medical equipment and other purposes specifically authorized by law. Requires a reserve amount from such Fund to be set aside each year and used for such purposes, with specific amounts set aside as of December 1 of 1993 through 1997. Subtitle B: Closure of Certain Facilities - Directs the Secretary of Veterans Affairs to close Department supply depots in Somerville, New Jersey, Hines, Illinois, and Bell, California, by September 30, 1995. Subtitle C: Provision of Information from the Medicare and Medicaid Coverage Data Bank to the Department of Veterans Affairs - Provides as an additional purpose of the Medicare and Medicaid Coverage Data Bank the provision of information to the Secretary of Veterans Affairs concerning the collection of payments from third parties for health care items and services furnished to veterans. Subtitle D: Veterans' Appeals Improvements - Provides for the appointment by the Chairman of the Board of Veterans' Appeals of any necessary number of Deputy Vice Chairmen. Requires the Chairman to include in an annual report information with respect to activities of acting Board members during the previous year. (Sec. 12302) Allows proceedings instituted before the Board to be assigned to an individual member or panel of members of the Board. (Current law requires at least three members of the Board to decide such cases.) Makes the decision of a member or a panel final unless the Chairman orders reconsideration. Requires reconsideration by a panel of at least three Board members in the case of reconsideration of a case decided by a single member. (Sec. 12304) Directs the Board to decide any appeal only after affording the appellant an opportunity for a hearing. Provides hearing procedures. (Sec. 12305) Allows (current law requires) a veterans' pension recipient or applicant to file annually with the Department an annual income statement. Allows such applicant to notify the Secretary (current law requires a revised report) when there is a material change in his or her estimated income for that year. Title XIII: Human Resource Management - Amends Federal civil service law to eliminate various restrictions on employee training. (Sec. 13002) Eliminates unlimited accumulation of annual leave by members of the Senior Executive Service. Title XIV: Reinventing Support Services - Government Information Dissemination and Printing Improvement Act of 1993 - Transfers the position of Superintendent of Documents (SD) and all its functions to the Library of Congress, to be carried out by an official of the same title under the direction of the Librarian of Congress. Revokes all existing authorized printing plant charters. (Sec. 14003) Requires all Government publications to be available for use throughout the Government. (Sec. 14004) Requires each department, agency, and other entity of the Government to: (1) establish and maintain a comprehensive inventory of its publications; (2) make such inventory available via the electronic directory; and (3) furnish its publications to the SD according to prescribed form and manner. (Sec. 14005) Imposes additional specified responsibilities on the: (1) Public Printer with respect to the executive and judicial branches, including using all necessary measures to remedy duplication and waste in public printing and prescribing publishing standards and procurement requirements; and (2) SD with respect to dissemination of Government publications, including making publications available to designated depository and State libraries. (Sec. 14006) Requires the head of a Government department, agency, or entity to furnish any publication by it to the SD. Title XV: Streamlining Management Control - Authorizes the Director of OMB to publish annually in the President's Budget his recommendations for the consolidation, elimination, or adjustments in frequency and due dates of statutorily required periodic reports to the Congress or its committees. Title XVI: Financial Management - Federal Financial Management Act of 1993 - Amends Federal law to require direct deposit of Federal wage, salary, and retirement payments by electronic funds transfer for recipients who begin receiving such payments on or after January 1, 1995. (Sec. 16003) Authorizes the establishment of a franchise fund in an executive agency for expenses and equipment necessary for the maintenance and operations of administrative services that may be performed more advantageously on a centralized basis. Authorizes the establishment of an innovation fund in an executive agency to provide a self-sustaining source of financing to invest in projects designed to produce measurable improvements in agency efficiency and significant taxpayer savings. Requires such funds to be made available without further appropriation action by the Congress. (Sec. 16004) Authorizes the Director of the Office of Management and Budget (OMB) to publish annually in the President's budget any recommendations for consolidation, elimination, or adjustments in frequency and due dates of statutorily required periodic agency reports to OMB or the President and agency or OMB reports to the Congress under any laws for which OMB has general management or financial management responsibility. ( Sec. 16005) Requires the annual financial statements of executive agencies to be audited prior to submission to OMB. (Sec. 16006) Authorizes appropriations from debt collection payments credited to a special fund for purposes of improving debt collection activities. (Sec. 16007) Makes provisions governing contracts for collection services inapplicable to certain claims or debts under the Social Security Act or the Internal Revenue Code. (Sec. 16009) Repeals the requirement that the Attorney General obtain a specified number of contracts with private individuals or firms when contracting for collection services in a judicial district. (Sec. 16010) Amends the Federal Civil Penalties Inflation Adjustment Act of 1990 to require adjustment of civil monetary penalties for inflation every four years (currently, every five years). Title XVII: Rescissions of Budget Authority - Fiscal Year 1994 Rescission Act - Subtitle A: Department of Agriculture, Rural Development, Food and Drug Administration, and Related Agencies - Rescinds funds made available to the Department of Agriculture for the Agricultural Research Service, the Cooperative State Research Service, the Agricultural Marketing Service, the Farmers Home Administration, and the Food and Nutrition Service. Subtitle B: Departments of Commerce, Justice, and State, the Judiciary, and Related Agencies - Rescinds funds made available to: (1) the Department of Commerce for the Economic Development Administration and the National Oceanic and Atmospheric Administration; (2) the Department of State for the Administration of Foreign Affairs; (3) judicial defender services; (4) the Board for International Broadcasting; and (5) the United States Information Agency. Authorizes the Director of the Bureau of Justice Assistance, upon good cause shown, to waive certain provisions of the Omnibus Crime Control and Safe Streets Act of 1968 for projects in presidentially declared disaster area communities. Authorizes the Secretary of State to collect up to a specified amount in additional fees or surcharges during FY 1994 pursuant to enactment of any Act authorizing the Secretary to charge a fee or surcharge for processing machine readable non-immigrant visas and combined border crossing identification cards and non-immigrant visas. Requires deposit of such additional fees in a specified appropriations account, earmarked only for modernizing, automating, and enhancing certain consular services and counterterrorism activities. Subtitle C: Energy and Water Development - Rescinds funds made available to: (1) the Department of the Army for Civil projects of the Corps of Engineers; (2) the Bureau of Reclamation of the Department of the Interior; and (3) the Department of Energy. Subtitle D: Foreign Operations, Export Financing, and Related Agencies - Rescinds certain funds appropriated to the President for: (1) the Agency for International Development Assistance and international security assistance; (2) specified international financial institutions; and (3) the foreign military financing program. Subtitle E: Department of the Interior and Related Agencies - Rescinds funds made available to: (1) the Department of the Interior for the U.S. Fish and Wildlife Service; and (2) the Department of the Treasury for biomass energy development. Subtitle F: Departments of Labor, Health and Human Services, Education, and Related Agencies - Rescinds funds appropriated to the Department of Labor, the Department of Health and Human Services, and the Department of Education. Subtitle G: Legislative Branch - Rescinds funds appropriated to the House of Representatives, the Architect of the Capitol, the Library of Congress, and the General Accounting Office. Appropriates a payment to the widow of Paul B. Henry, late a Representative from Michigan. Subtitle H: Department of Defense - Military - Rescinds funds appropriated to the Department of Defense for military construction. Subtitle I: Department of Transportation and Related Agencies - Rescinds funds made available to the Department of Transportation for small community air service, the Coast Guard, the Federal Aviation Administration, the Federal Highway Administration, the National Highway Traffic Safety Administration, and the Federal Transit Administration. Subtitle J: Treasury, Postal Service, and General Government - Rescinds funds made available to the General Services Administration for the Federal Buildings Fund. Subtitle K: Departments of Veterans Affairs and Housing and Urban Development, and Independent Agencies - Rescinds funds made available for: (1) the Department of Veterans Affairs for construction, (2) the Department of Housing and Urban Development for certain housing programs; (3) the Environmental Protection Agency; (4) the Federal Emergency Management Agency; (5) the National Science Foundation; (6) the National Service Initiative; and (7) the National Aeronautics and Space Administration. Repeals a provision of Public Law 103-124 which requires the Office of Science and Technology Policy in the Executive Office of the President to reimburse other agencies for at least one-half of the personnel compensation costs of individuals detailed to it.
