Title II: Related Agencies
- Makes appropriations for FY 1995 for: (1) the Architectural and Transportation Barriers Compliance Board; (2) the National Transportation Safety Board; (3) the Interstate Commerce Commission; (4) the Panama Canal Commission; and (5) the Washington Metropolitan Area Transit Authority.
Title III: General Provisions
- Sets forth specified prohibitions, limitations, permissions, and mandates with respect to the use of appropriations under this Act.
(Sec. 308) Prohibits the use of funds for the planning or implementation of any change in the current Federal status of the Volpe National Transportation Systems Center (except for further development planning that does not alter such status) or the Turner- Fairbank Highway Research Center. Limits employment at the Volpe National Transportation Systems Center to no more than 550 full-time staff in FY 1995.
(Sec. 310) Requires the Secretary of Transportation (Secretary) to distribute, on a ratio-formulated basis, Federal-aid highway State obligation limits for FY 1995 for Federal-aid highways.
Prohibits any State from obligating more than 25 percent of its allocation for such projects during the first three months of FY 1995. Sets forth additional specified obligation limits for States during FY 1995.
(Sec. 311) Limits funds available for salaries and expenses to no more than 110 political appointees in the Department of Transportation. Prohibits the assignment of such personnel on temporary detail outside of the Department.
(Sec. 314) Prohibits the use of funds for the National Highway Safety Advisory Committee of the Department of Transportation.
(Sec. 314A) Authorizes appropriations to carry out a certain demonstration of highway construction in high priority corridors.
(Sec. 316) Prohibits the use of funds to establish a vessel traffic safety fairway less than five miles wide between the Santa Barbara Traffic Separation Scheme and the San Francisco Traffic Separation Scheme.
(Sec. 317) Authorizes airports to transfer, without consideration, to the FAA instrument landing systems which were purchased through a Federal airport aid or development program and which conform to FAA performance specifications.
(Sec. 318) Prohibits the use of funds to award multiyear contracts for production end items that include: (1) economic order quantity or long lead time material procurement in excess of $10 million in any one year of the contract; (2) a cancellation charge greater than $10 million which at the time of obligation has not been appropriated to the limits of the Government's liability; or (3) a requirement that permits performance under the contract without conditioning such performance upon the appropriation of funds.
(Sec. 320) Prohibits the use of funds to enforce provisions of the Intermodal Surface Transportation Efficiency Act of 1991 requiring States to use recycled rubber in their asphalt pavement.
(Sec. 324) Makes a specified amount of funds for railroad-highway crossing projects available for projects to reduce rail-highway conflicts on M-59 near Pontiac, Michigan, and Bristol Road near Flint, Michigan (including amounts to improve Maple Road at Bishop Airport, Michigan). Provides funds for the rail relocation project in Lafayette, Indiana.
(Sec. 324A) Authorizes appropriations for a pilot project to demonstrate the effect of alternative highway designs on the scenic and historic qualities of a designated scenic byway.
(Sec. 325) Declares that funds provided by this Act shall not be available to any State, municipality, or subdivision that diverts revenue generated by a public airport in violation of the Airport and Airway Improvement Act of 1982, as amended.
(Sec. 327) Prohibits the use of funds to place speed limit or distance signs using the metric system on any State highway.
(Sec. 327A) Requires tolls collected for motor vehicles on any bridge connecting the boroughs of Brooklyn, New York, and Staten Island, New York, to continue to be collected from only those vehicles exiting from such bridge in Staten Island.
(Sec. 329) Prohibits the use of funds to compensate in excess of 335 technical staff years under the federally-funded research and development center contract between the FAA and the Center for Advanced Aviation Systems Development in FY 1995.
(Sec. 329A) Authorizes the Secretary to enter into grants, cooperative agreements, and other transactions with any person, agency, or U.S. instrumentality, any State or local government, any educational institution, and any other entity in execution of the Technology Reinvestment Project authorized under the Defense Conversion, Reinvestment and Transition Assistance Act of 1992 and related legislation.
(Sec. 332A) Directs the FAA to install a Terminal Doppler Weather Radar at Charlotte, North Carolina, in FY 1995. Requires such radar to be commissioned no later than December 31, 1995.
(Sec. 335) Amends the Intermodal Surface Transportation Efficiency Act of 1991 to revise eligibility requirements for Federal assistance with respect to certain substitute highway and transit projects in Wisconsin.
(Sec. 336) Appropriates a specified sum for the Secretary of Transportation to enter into an agreement to make a line of credit available for a demonstration of public toll road construction in Orange County, California.
(Sec. 338) Expresses the sense of the Congress that, to the greatest extent practicable, all equipment and products purchased with funds under this Act should be American-made.
(Sec. 339) Amends Federal law to prohibit the Saint Lawrence Seaway Development Corporation from collecting a charge or toll from commercial vessels that use the Saint Lawrence Seaway.
(Sec. 343) Amends Federal transportation law to authorize appropriations for FY 1995 to carry out the National Driver Register Program.
(Sec. 346) Authorizes the Governor of Virginia to carry out a HOV- 2 demonstration project on a specified section of Interstate Highway 66 in Virginia.
