Title I: Management of the Presidio of San Francisco
- Authorizes the Secretary of the Interior to utilize the resources of the Presidio in California to provide for and support programs and activities

that foster research, education, or demonstration projects and that relate to the environment, energy, transportation, international affairs, arts and cultural understanding, health, and science.
(Sec. 102) Authorizes the Secretary to: (1) negotiate and enter into leases with any person, firm, association, organization, corporation, or governmental entity for the use of any property within the Presidio; and (2) enter into interagency permitting agreements or other appropriate agreements with the Secretary of Defense and the Director of the Federal Emergency Management Agency, and leases with the American Red Cross, to house their activities and employees at the Presidio.
Subjects such leases or other appropriate agreements to such procedures, terms, conditions, and restrictions as the Secretary deems necessary.
Allows the Secretary to retain the proceeds from leases under this Act and from concession and other use authorizations and services that may be provided by the Golden Gate National Recreation Area for five years after the enactment of this Act or until the leased property is transferred to the Presidio Trust (established by this Act) to be available without further appropriation to offset the costs of preservation, restoration, maintenance, improvement, repair, and related expenses incurred by the Secretary with respect to Presidio properties, with the balance used to offset other costs incurred by the Secretary in the administration of the Presidio.
(Sec. 103) Establishes within the Department of the Interior the Presidio Trust to manage the leasing, maintenance, rehabilitation, repair, and improvement of the following properties within the Presidio in California, leaseholds to which shall be transferred under this Act to the Trust by the Secretary of the Interior: (1) the Letterman-LAIR complex; (2) Fort Scott; (3) Main Post; (4) Cavalry Stables; (5) Presidio Hill; (6) Wherry Housing; (7) East Housing; (8) the structures at Crissy Field; and (9) such other properties within the Presidio as the Secretary and the Trust deem appropriate.
Prohibits the Trust from borrowing funds (directly or indirectly) from any source other than the Secretary of the Treasury to whom the Trust may issue obligations.
Applies Federal laws and regulations governing procurement by Federal agencies to the Trust. Authorizes the Secretary to permit the Trust to use as: (1) the dollar limit of each purchase or contract under certain simplified purchase procedures an amount which does not exceed $500,000; and (2) the applicable dollar threshold for each expected procurement an amount which does not exceed $1 million with respect to furnishing notices of proposed procurement actions to the Secretary of Commerce for publication pursuant to the Office of Federal Procurement Policy Act.
Reverts all interests and assets of the Trust to the United States in the event the Trust fails or defaults.
Authorizes appropriations.
Title II: Initiatives Pertaining to the Lower Mississippi Delta Region
- Establishes within the Department of the Interior an Office of Education to: (1) promote education in selected areas of environmental, natural, historic, and cultural resources; and (2) establish initiatives at minority schools of higher education.
(Sec. 203) Directs the Secretary of the Interior to: (1) submit annual status reports to the Congress regarding the inventory and coordination of Departmental education programs; (2) report annually to certain congressional committees on opportunities for minority schools of higher education to participate in Departmental programs; (3) establish a scholarship program for degrees in natural resource and environmental related fields at minority schools of higher learning in the Lower Mississippi Delta Region; (4) encourage pre-college education programs in designated subject areas; (5) implement a volunteer educational enrichment program in cooperation with State departments of education and local school districts in the Delta Region; (6) establish a Center for Excellence in the Sciences and a Center for Aquaculture to encourage women and minority students in the Delta Region to pursue careers in the sciences and in aquaculture; and (7) coordinate the educational programs under this Act with those of other Federal agencies.
(Sec. 204) Directs the Secretary to transmit to the Congress: (1) a study of significant sites within the Delta Region; (2) recommendations for a transportation network linking such sites; and (3) a study outlining recommendations for funding a Delta Region Native American Heritage Corridor and Heritage and Cultural Center, and a Delta Region African American Heritage Corridor and Heritage and Cultural Center (including a Music Heritage Program). Authorizes the Secretary to make grants to State Humanities Councils to assist minority and rural museums and related associations in the Delta region.
(Sec. 206) Authorizes the Secretary to provide technical and financial assistance to historically Black colleges and universities to undertake: (1) a survey of historic and prehistoric structures on campus; and (2) their preservation.
(Sec. 207) Directs the Secretary to: (1) transmit to the Congress a feasibility study regarding the establishment of a Delta Antiquities Trail or Delta Antiquities Heritage Corridor; and (2) conduct a research and preservation program of significant historic and archeological resources in the Delta.
(Sec. 210) Authorizes appropriations.
Title III: New Orleans Jazz National Historical Park
- New Orleans Jazz National Historical Park Act of 1994 - Establishes the New Orleans Jazz National Historical Park, Louisiana, to be administered in conjunction with the Jean Lafitte National Historical Park and Preserve.
(Sec. 303) Directs the Secretary of the Interior to complete a national historic landmark evaluation of sites associated with jazz in and around New Orleans. Authorizes the Secretary to: (1) designate and acquire appropriate sites as part of the Park; (2) enter into cooperative agreements with property owners for the preservation and interpretation of such property; (3) construct and operate an interpretive center in the Park; (4) provide technical assistance to the city of New Orleans for the designation of certain areas as jazz heritage districts; and (5) provide, in consultation with the New Orleans Jazz Commission, grants or technical assistance to public and private organizations.
(Sec. 304) Directs the Secretary: (1) in administering the Park, to promote a broad range of educational activities relating to jazz and its history; and (2) to prepare a general management plan, meeting specified criteria, for the Park.
(Sec. 307) Establishes the New Orleans Jazz Commission to: (1) advise the Secretary in the preparation of the general management plan, assist in public discussions of planning proposals, and assist the National Park Service in working with individuals, groups, and organizations in determining programs in which the Secretary should participate through cooperative agreements; (2) develop partnerships with educational groups, schools, universities, and other groups, including city-wide organizations, in furtherance of this Act; (3) raise and disperse funds for programs that assist mutual aid and benevolent societies, social and pleasure clubs, and other traditional groups in encouraging the continuation of and enhancement of jazz cultural traditions; (4) acquire or lease property for jazz education, advise on hiring brass bands and musical groups to participate in education programs, and help train young musicians; (5) assist in providing recommendations for the location of the Park's visitor center and other interpretive sites and funds to support research on the origins and early history of jazz in New Orleans; and (6) seek and accept donations to use for providing services, programs, and facilities for jazz education or assisting in the rehabilitation and restoration of structures identified in the national historic landmark study as having outstanding significance to the history of jazz in New Orleans.
(Sec. 308) Authorizes appropriations.
Title IV: Cane River Creole National Historical Park
- Cane River Creole National Historical Park and National Heritage Area Act - Establishes the Cane River Creole National Historical Park in Louisiana.
(Sec. 404) Requires the Secretary of the Interior to: (1) manage the Park in a manner that will preserve resources and cultural landscapes relating to the Creole culture of the Cane River and will enhance public understanding of the important cultural heritage of the Cane River region; and (2) coordinate a comprehensive research program on the history of the Cane River region.
Authorizes the Secretary to: (1) construct, operate, and maintain an interpretative center on lands within the Park to provide for the general information and orientation needs of the Park and the National Heritage Area established by this Act; and (2) acquire lands within Park boundaries.
(Sec. 406) Requires the National Park Service to prepare a general management plan for the Park.
Title V: Cane River National Heritage Area
- Establishes: (1) the Cane River National Heritage Area to complement the Park and to provide for a culturally sensitive approach to the preservation of the heritage of the Cane River region; and (2) the Cane River National Heritage Area Commission to assist in implementing the purposes of this title and to provide guidance for the management of the Area.
(Sec. 503) Requires the Commission to prepare and submit a management plan for the Area to the Governor of Louisiana for approval or disapproval.
(Sec. 504) Provides for termination of the Commission and continuation of national heritage area status for the Cane River region.
(Sec. 506) Authorizes appropriations.
