Bill summary: Military Construction Appropriations Act, 1996 - Appropriates funds for FY 1996 for military construction, family housing, and base realignment and closure functions administered by the Department of Defense (DOD) in specified amounts for: (1) military construction for the Army, Navy, and Air Force (including a rescission for the latter); (2) military construction, DOD (including a transfer of funds and specified rescissions); (3) military construction for the Army and Air National Guards (...show more) (including a rescission for the latter); (4) military construction for the Army, Navy, and Air Force Reserve; (5) the North Atlantic Treaty Organization (NATO) Security Investment Program; (6) family housing for the Army, Navy, Marine Corps, and Air Force; (7) family housing, DOD; (8) the DOD Family Housing Improvement Fund (including a transfer of funds); (9) the Homeowners Assistance Fund, Defense; and (10) the Base Realignment and Closure Accounts, Parts II through IV. (Sec. 101) Prohibits the expenditure of funds appropriated in Military Construction Acts for payments under a cost-plus-a-fixed-fee contract for work to be performed within the United States, except Alaska, where cost estimates exceed $25,000, without the approval of the Secretary of Defense (Secretary), except for contracts for environmental restoration at an installation that is being closed or realigned where payments are made from a Base Realignment and Closure Account. (Sec. 113) Directs the Secretary to notify specified congressional committees 30 days in advance of the plans and scope of any proposed military exercise involving U.S. personnel if construction amounts for such exercise are expected to exceed $100,000. (Sec. 118) Provides for the transfer of lapsed unobligated military construction and family housing funds into the Foreign Currency Fluctuations, Construction, Defense account. (Sec. 119) Directs the Secretary to report to the congressional appropriations committees on actions proposed by DOD to encourage other member nations of NATO, Japan, Korea, and U.S. allies bordering the Arabian Gulf to assume a greater share of the common defense burden of such nations and the United States. (Sec. 120) Authorizes a specified transfer of funds from the DOD Base Closure Account. (Sec. 121) Requires entities receiving assistance under this Act to comply with the Buy American Act in expending such funds or in purchasing equipment or products. (Sec. 123) Authorizes the transfer of funds among specified accounts for expenses associated with the DOD homeowners assistance program. (Sec. 125) Directs the Secretary of the Army to convey to: (1) the Lake County Forest Preserve District, Illinois, all rights and interest to a specified portion of the real property at Fort Sheridan, Illinois; and (2) the Fort Sheridan Planning Committee the remaining surplus property at the Fort.
