Description: National Monument Fairness Act

Bill summary: National Monument Fairness Act of 1997 - Amends the Antiquities Act to prohibit the President from issuing a proclamation designating more than 50,000 acres in a single State in a single calendar year as a national monument until 30 days after the President has transmitted the proposed proclamation to the Governor of the affected State. Provides that the proclamation shall cease to be effective two years after it is issued unless the Congress has approved it by joint resolution.

Bill titles: To amend the Antiquities Act to require an Act of Congress and the concurrence of the Governor and State legislature for the establishment by the President of national monuments in excess of 5,000 acres.
