Bill summary: Title I: The Child Abuse Prevention and Enforcement Act - Child Abuse Prevention and Enforcement Act - Amends the Crime Identification Technology Act of 1998 to authorize the use of funds under the State grant program for criminal justice identification, information, and communication for programs to develop, update, or upgrade the capability of the criminal justice system to deliver timely, accurate, and complete criminal history record information to child welfare agencies, organizations, and (...show more) programs that are engaged in the assessment of activities related to the protection of children, including protection against child sexual abuse and placement of children in foster care. (Sec. 103) Amends the Omnibus Crime Control and Safe Streets Act of 1968 to allow the use of drug control and system improvement (Byrne) grants to be used: (1) to enforce child abuse and neglect laws, including laws protecting against child sexual abuse, and to promote programs designed to prevent child abuse and neglect; and (2) to establish or support cooperative programs between law enforcement and media organizations to collect, record, retain, and disseminate information useful in the identification and apprehension of suspected criminal offenders. (Sec. 104) Amends the Victims of Crime Act of 1984 to provide for a conditional adjustment in the set aside for child abuse victims. Directs that such adjustment be implemented so that any increase in funding provided shall operate notwithstanding any dollar limitation on the availability of the Crime Victims Fund. Title II: Jennifer's Law - Jennifer's Law - Authorizes the Attorney General to provide grant awards to enable States to improve the reporting of unidentified and missing persons. Authorizes appropriations.
