Description: Grand Sand Dunes National Park and Preserve Act

Bill summary: Great Sand Dunes National Park and Preserve Act of 2000 - Directs the Secretary of the Interior (Secretary) to: (1) establish the Great Sand Dunes National Park (Colorado) when sufficient land having sufficient diversity of resources has been acquired to warrant its designation as a unit of the National Park System; and (2) include the Great Sand Dunes National Monument (Monument) within such Park. Abolishes the Monument on the date the Park is established. (Sec. 4) Transfers administrative (...show more) jurisdiction over certain land within National Park or Preserve boundaries from the Department of the Interior to the National Park Service. (Sec. 5) Establishes the Great Sand Dunes National Preserve (Colorado) as a unit of the National Park System. Transfers administrative jurisdiction of lands and interests in the Preserve from the Secretary of Agriculture to the Secretary. Instructs the Secretary of Agriculture to exclude the transferred lands from the boundaries of the Rio Grande National Forest. Provides that lands designated as wilderness within Preserve boundaries prior to the date of enactment of this Act remain subject to the Wilderness Act and the Colorado Wilderness Act of 1993. (Sec. 6) Instructs the Secretary to: (1) establish the Baca National Wildlife Refuge (Colorado), upon determination that sufficient land has been acquired to constitute an area that can be efficiently managed as a National Wildlife Refuge; and (2) administer Refuge water resources so as to minimize adverse impacts on other users. (Sec. 7) Prescribes guidelines for the administration of the National Park and Preserve, including: (1) grazing rights on public and private lands acquired for either the Monument, Refuge, or National Park; and (2) hunting, fishing, and trapping within the Preserve. Retains Bureau of Reclamation hegemony over any feature of the Closed Basin Division, San Luis Valley Project located within the boundaries of either the National Park, Preserve, Monument, or Refuge. Withdraws Federal lands within the boundaries of either the National Park, Preserve, or Monument from all forms of entry and disposition under: (1) public land laws; (2) mining laws; and (3) mineral and geothermal leasing laws. Retains the Wilderness designation of any land within the Monument, National Park, or Preserve. States that such designated areas as are transferred to National Park Service administrative jurisdiction remain subject to the Wilderness Act and the Colorado Wilderness Act of 1993. (Sec. 8) Grants the Secretary acquisition authority within a specified "Acquisition Area" and within the Monument area. Sets forth guidelines for the transfer of administrative jurisdiction of lands acquired under this Act including: (1) lands to the United States Fish and Wildlife Service for addition and administration as part of the Baca National Wildlife Refuge; and (2) lands to the Secretary of Agriculture for addition and administration as part of the Rio Grande National Forest. (Sec. 9) Amends the Reclamation Projects Authorization and Adjustment Act of 1992 to extend the proscription against water withdrawal to: (1) the Great Sand Dunes National Monument, Park and Preserve; (2) the Baca National Wildlife Refuge; and (3) any Federal land adjacent to such areas. Prescribes guidelines governing water rights. (Sec. 10) Directs the Secretary to establish the Great Sand Dunes National Park Advisory Council to advise the Secretary regarding preparation and implementation of a management plan for the National Park and Preserve. (Sec. 11) Authorizes appropriations.
