C., WHICH AMENDMENT PROVIDES THAT THE DISTRICT OF COLUMBIA PAY 1/2 OF THE EXPENSES AND THE TREASURY OF THE U. S. PAY THE OTHER HALF, THE MONIES TO BE DISBURSED UNDER THE DIRECTION OF THE REGENTS OF THE SMITHSONIAN INSTITUTION.
