Description: TO PASS A SUBSTITUTE BILL FOR H.R. 12863, INCREASING TAXES ON INCOMES, EXCESS PROFITS, INHERITANCES, LUXURIES; ELIMINATING TAXES ON FREIGHT BILLS, PASSENGER TICKETS, AND PARCEL POST PACKAGES AND TELEPHONE AND TELEGRAPH MESSAGES, IN ORDER TO PLACE A GREATER TAX ON WEALTH AND LUXURIES AND THEREBY PROVIDING 1 1/4 BILLION MORE DOLLARS THAN THE ORIGINAL BILL.
