Description: TO CONCUR IN AN AMENDMENT TO H.R. 12863, REPEALING THE ZONE SYSTEM ON SECOND CLASS MATTER, AND PROVIDING THAT ON JULY 1, 1919, THE RATES OF POSTAGE ON PUBLICATION ENTERED AS SECOND CLASS MATTER SHALL BE 1 CENT PER POUND FOR DELIVERY WITHIN THE 1ST AND 2ND ZONES AND 1 1/2 CENTS PER POUND FOR ALL OTHER ZONES.
